Title 24 has required solar on new homes since 2020
California's Energy Code, Title 24, Part 6, sets how energy-efficient a new building has to be. It's often called the California solar mandate: since 2020 it has required solar on new homes of three stories or fewer, and since January 1, 2023 on new detached ADUs.*See the note below

New detached ADUs need it too, since January 1, 2023.
Garage conversions and ADUs built inside the house are usually exempt.
So are builds where the required system would be smaller than 1.8 kW.
